Education Program Compliance Policies Manual RCH and CPE

1.  Records Retention Policy

All Continuing Professional Education (CPE) and Recertification Credit Hour (RCH) program records will be retained for a minimum of five (5) years from the date of program completion. Records maintained will include participant names, participation dates, program locations, course descriptions and marketing materials, learning objectives, content outlines, evaluation results, and names and qualifications of program authors,

instructors, developers, and reviewers as well as attendance verification and certificates issued. These records ensure compliance with audit requirements and verification of CPE and RCH activity. Records older than five years may be securely destroyed if not under audit or review.

2.  Refund Policy

If a registration fee is charged for participation in a CPE or RCH program, refund requests will be honored as follows:

Virtual

-  Participants who cancel at least five (5) business days prior to the event will receive a full refund.

-  Cancellations within five (5) business days of the event may be subject to an administrative fee.

-  No-shows are not eligible for refunds.

-  If the organization cancels or reschedules a program, all fees will be refunded in full.

Live

-  Participants who cancel at least three (3) business days prior to the event will receive a full refund.

-  Cancellations within three (3) business days of the event may be subject to an administrative fee.

-  No shows are not eligible for refunds.

-  If the organization cancels or reschedules a program, all fees will be refunded in full.

Refund requests must be submitted in writing to the Dallas Chapter, PayrollOrg at [email protected].

Refunds are processed within ten (10) business days. If no fees are charged, the policy will state that programs are free of charge and refunds are not applicable.

 

3.  Program Cancellation Policy

In the event of program cancellation or rescheduling, the Dallas Chapter, PayrollOrg will notify all registered participants as soon as possible, but no later than 48 business hours before the scheduled start time when feasible. Notifications will be made via email and, if necessary, phone or text alert. Participants will receive full refunds or credits toward future programs if a program is canceled by the organization.

4.  Complaint Resolution Policy

Complaints will be acknowledged within five (5) business days and reviewed promptly. A written response outlining findings and corrective actions will be issued within fifteen

(15) business days. All complaints will be handled confidentially, with no retaliation against participants submitting concerns in good faith.

5.  Course Update Policy

All CPE and RCH course documentation will display the most recent publication,

revision, or review date. Courses will be reviewed annually if they cover subjects subject to frequent changes, such as accounting, auditing, or taxation. Other courses will be

reviewed at least once every two years. Revisions reflecting changes to laws, codes, or rulings will be implemented as soon as feasible.

6.  Program Content and Knowledge Level Policy

All CPE and RCH programs are classified according to NASBA’s five knowledge levels:

Basic, Intermediate, Advanced, Overview, and Update. Each course will identify its

knowledge level and prerequisite or advance preparation requirements. Intermediate, Advanced, and Update programs will list required prior education or experience. Basic and Overview programs will state 'None' when no prerequisites exist.

7.  Content Development Policy

All programs will be developed by qualified subject matter experts (SMEs) with education or experience in the topic area. For accounting, auditing, and taxation

programs, a licensed CPA, attorney, Enrolled Agent, CPP, or other qualified professional

 

must participate in development or review. All development activities will be documented and retained for five (5) years.

8.  Content Review Policy

All programs will undergo independent content review by a qualified individual other than the program developer prior to the first presentation and after each significant

revision. Reviewers must have expertise in the subject matter. For accounting, auditing, and taxation programs, a qualified CPA, attorney, CPP or Enrolled Agent will review materials to confirm technical accuracy. Records of reviews will be retained for at least five (5) years.

9.  Learning Objectives Policy

Each CPE or RCH program will include measurable learning objectives that describe specific participant outcomes. Objectives will avoid vague terms such as 'learn' or 'understand' and instead use action verbs like 'identify,' 'apply,' or 'demonstrate.'

Objectives will be developed by subject matter experts and reviewed for clarity and measurability before program delivery.

10.  Certificate Policy

Each CPE or RCH program will offer a certificate of completion that contains at a minimum:

     Sponsor Name (Dallas Chapter, PayrollOrg, typically)

     Participant’s Name

     Course Title

     Date Completed

     Field of Study Subject Area(s)

     Amount of CPE and/or RCH recommended

     Delivery Method (in-person, virtual, self-study)

     Location (if applicable)

     National Registry of CPE Sponsors ID#

     NASBA Time Statement “In accordance with the standards of the National Registry of CPE Sponsors, CPE credits have been granted based on a 50-minute hour”

The certificate may also include presenter name(s) and any state or PayrollOrg identifiers that the Dallas Chapter’s Board of Directors deems appropriate.
