President's Notes
Hello Payroll Friends!
I would like to extend a warm welcome to our new Membership Director, Beth Ryan! Beth has been a long-time supporter of the Chapter -- she's celebrating her 10-year member anniversary this month! Her passion for payroll is shown through her current role as a recruiter for payroll careers.
During the April in-person meeting, we revealed the new name for our Chapter: Dallas Chapter, PayrollOrg. We are finalizing our name change with the state of Texas and have purchased the domain name: dallaspayroll.org. We will be converting to the new website towards the end of May/early June. Stay tuned for more information!
Congratulations to all of our students who sat for the FPC or CPP exam! Whether they passed or not, it is a huge accomplishment and we can't wait to celebrate with them during November's Awards Night.
Read on to stay informed about upcoming events (both local and national) and possible changes for next year, including the search for a venue for our in-person meetings.

Congress

The 42nd annual Payroll Congress will be held from May 7 through May 10 in Nashville, TN. The host hotel is the Gaylord Opryland however, the date for the hotel guarantee has closed. There are other hotels in the area which may still have some availability. In addition to the entire Congress, PayrollOrg is offering single day passes for each day. For more information, please consult the PayrollOrg website.
If you are planning to attend, please consider attending the Chapter Exchange on Monday May 6th, from 5:30 PM to 6:30 PM in the Presidential Ballroom sections A and B. This is when the winners of various contests offered by PayrollOrg are announced including the prestigious Chapter of the Year award.
Community Service

On June 22, 2024, DAPA will be participating in SPCA's Fur-Real On-Site Experience Event that will include:
- a private tour of SPCA of Texas' Dallas Animal Care Center
- a hands on volunteer activity
- a group photo
- a meet & greet with a furry friend
This event will require a 2.5 time commitment with a $25 donation per participant. We will be sending out more information as it becomes available.

SPCA Volunteer Day Sign-Up
The SPCA is asking that we bring the following items for our Volunteer Day -
- empty toilet paper rolls
- empty paper towel rolls
- shoeboxes
- soft drink boxes
- brown paper bags
- canned low sodium veggies, apple sauce & cheerios
In Q1, we partnered with Operation First Response. In the pictures below, DAPA Members are putting together and donating hygiene bags to a local Veteran's Shelter in Dallas.

Topic: Taxation of Equity & Deferred Compensation
Speaker: Peter Berard
Pete is the national leader of RSM’s SALT employment tax practice. Pete practices in the areas of federal, state, and local employment tax matters. Peter has more than 20 years of payroll and employment tax advisory experience, focusing on multistate income tax withholding issues, merger/acquisition integration, refund studies, statutory election analysis, risk management services, process reviews, information reporting, and compliance issues. Pete has worked extensively with clients of various industries regarding the proper federal and state taxation and information reporting requirements for executive compensation, deferred compensation, and stock options. He has worked with these clients to develop policies and procedures to assist them in complying with constantly evolving law.
Pete has served as a contributing editor for several editions of Principles of Payroll Administration and The Payroll Practitioner’s Compliance Handbook. Pete has contributed to articles published in the BNA Daily Tax Report and the Payroll Management Report. He has appeared as a speaker for several payroll and tax organizations and local chapters of the Tax Executives Institute and Payroll Org.

FPC Summer Mini-Series 2024
For those of you who are seeking your FPC certification or RCHs, come join us this June for our FPC Summer Mini-Series. We will be studying Payroll Fundamentals, meeting virtually on Saturday from 8am-3p, including breaks. We are approved for 24 RCHs (6 per day). It’s a great way to study for those interested in testing, or refresh your brain and grab those RCHs. Registration will open in May for the whole series, or one day passes will be available.
Call for Instructors!
We are still looking for a few more instructors for the Summer Mini-Series. If you’ve got your CPP certification, think about teaching! Giving to others (teaching!) invokes those endorphins that are associated with tranquility and inner peace. Who doesn’t want inner peace?! We even have mentors to help.

Happenings on the Hill
On April 23, the U.S. Department of Labor (DOL) announced a final rule to increase the minimum salary level for the Fair Labor Standards Act "white collar" exemptions in two steps:
• On July 1, the minimum salary level increases from $684 to $844 per week (or from $35,568 per year to $43,888 per year).
• On January 1, 2025, the minimum salary level increases from $844 to $1,128 per week (or from $43,888 per year to $58,656 per year).
The final rule also requires the salary level be updated every 3 years to match the 35th percentile of weekly earnings of full-time salaried workers in the lowest-wage Census Region. This means that on July 1, 2027, and every 3 years after, the salary level will be updated.
The final rule is scheduled for publication in the Federal Register on April 26.
HCE Salary Requirements Increase
The final rule increases the salary requirement for highly compensated employees (HCEs) from $107,432 to $132,964 per year on July 1, then from $132,964 to $151,164 per year on January 1, 2025. The HCE level also will be adjusted every 3 years at the same time as the salary threshold.
